President Yanukovcyh: Reforms may be unpopular but they are vital

President Viktor Yanukovych believes it is necessary to start practical implementation of economic reforms in our country already this year, he said in his closing speech at the meeting of the Committee on Economic Reforms.

"We all must be aware that although reforms are unpopular, they are vital for Ukraine in these conditions," said Viktor Yanukovych.

The President said the practice of conducting visiting meetings of the Committee in different regions of Ukraine is effective and should be continued. "We have been in a number or regions and saw that they are not ready to get to practical implementation of the reforms. Therefore we definitely must continue the practice of visits to the regions," said he said.

Viktor Yanukovych also said it is important to continue public discussion of the Program of Economic Reforms and suggested inviting representatives of the public, trade unions, etc. to meetings of the Committee’s working groups.

In his speech President Yanukovych stressed the importance of systematic approach and strategic vision in investment development of regional economies, as well as proper work with the investors. "It is important that investment projects were put through analysis to determine whether they are attractive and economically promising," said Viktor Yanukovych.

He emphasized that it is also important to remove administrative interference in the activities of investors, simplify the procedures of issuing permits at a local level, create a "single investment window”, etc.. The President instructed the Government to complete all the work in this area in 2-3 months.

Among other important tasks President Yanukovych named conducting an analysis of the situation in licensing and canceling some unnecessary licenses for businessmen. He suggested holding a separate meeting of the Committee dedicated to the issue.

Viktor Yanukovych expressed belief that in addition to solving all the complex tasks associated with attracting investments and realization of investment projects, it is necessary to establish the Institute of National Projects. "We will have few national projects, but they must create the conditions for breakthrough in some areas," he stressed. Such projects, he said, must be prepared by relevant governmental agencies and undergo selection and expertise of the Committee on Economic Reforms.

"I will be supervising such projects personally," promised Viktor Yanukovych. According to the Head of State, such national projects must be directed at solving critical problems in the society and addressing the most urgent needs of our citizens.

The additional important issue in the process of reforms is changing the principles of staffing policy. "Deep reforms that we must make are impossible without the appropriate training of staff. We must create a vanguard of professional leaders who would introduce these reforms," said Viktor Yanukovych. "We must involve enterprising people and the best specialists who have the desire to work on reforming our country," said President Yanukovych.

Viktor Yanukovych has instructed chairmen of the working groups to ensure close cooperation and coordination of all team members and develop common approaches in order to make effective decisions. "You can organize your work by yourselves, but it must give specific positive results," he said. At the same time the President reminded that for Government officials, who are chairmen of the working groups, the implementation of reforms is not a public activity, but "their direct duties”.

Viktor Yanukovych suggested hearing the chairmen responsible for specific areas of reforms at the next meeting of the Committee and assessing the work and actions.
