President: Continuation of land reform and fight against asset-grabbing is out of the question until we have a transparent and efficient land register

In the meeting of the National Council of Reforms, President Petro Poroshenko emphasized that a transparent and efficient land register would protect from falsifications and grabbing of land resources.

“We agreed to unite all the legislative initiatives in the nearest time and submit the law that will make the registration of land rights simple and transparent. I hope it will eliminate the space for corruption,” Petro Poroshenko noted.

The Head of State reminded that in October, in the session of the Regional Development Council, representatives of local self-government and territorial communities put forward the issue of the protection of their rights: registration of land, grabbing of land and abuses of the State Land Cadastre Centre. The President noted immediate reaction on the dismissal of the officials concerned.

According to him, as a stimulus for the united territorial communities, they will get the right to administer land plots that were at the disposal of the central government. “I think this is a continuation of our policy of decentralization,” the President added. In this regard, the Head of State once again urged the communities to unite so that they can get this right.

The President drew attention to the establishment of a single register. “We must eliminate double registers that are an atmosphere for land grabbing. We must have a single register,” Petro Poroshenko said. It is suggested that the State Land Cadastre Centre has this register. “But it should be only a service and control function. Nobody can stop, "hang up" and wait for, let's say, stimulating steps to speed up this registration. I am confident that it should be transparent, clear and efficient,” the Head of State noted.

According to the President, the issue of allowance in this sphere must also be transferred to citizens. “All these taxes go to the community, why should the state intervene in how it should be discussed and calculated? The system of granting privileges must be transferred to the community,” he said.

The President emphasized that he was not content with the issue of digitization of the land cadastre. According to various assessments, the data ranges from 40% to 60%. “This is totally unacceptable,” Petro Poroshenko noted.

According to him, the given issue was discussed with the Government. There was a separate program of the World Bank, funds were allocated. “And nothing has changed. The issue of the land market, the continuation of land reforms, the fight against asset-grabbing is out of the question if we do not have a transparent and efficient register,” the Head of State emphasized. The President noted that after the creation of such register, a register keeper must have access to it, so that we can avoid any misunderstandings. Also, the issue of letters of attorney must be sorted out to prevent falsifications. “Thus, we will eliminate the legal field for falsifications and asset-grabbing,” the President emphasized. He also stressed that we cannot put up with the current state of affairs, as it doesn’t meet the positions on the creation of a favorable investment climate, including the agricultural sphere.
