On October 16-20, Commissioner of the President of Ukraine for Children's Rights Mykola Kuleba was on a working visit to the United Kingdom with a view to study the experience in planning and implementing the reform of the system of institutional care for children. The trip was organized with the assistance of the international charitable fund "Lumos Foundation" for representatives of ministries, local authorities and organizations implementing the reform of institutions for institutional care and upbringing of children in Ukraine.
Delegates from Ukraine got themselves acquainted with the system of child protection in Great Britain and the stages of its reform, visited institutions created for the replacement of boarding schools. In addition, specialists from various fields shared experience in reforming the system and providing social services.
“With the support of “Lumos Foundation”, the reform of institutions for institutional care and upbringing of children begins in the first region - Zhytomyr. Already at the end of this month there will be held trainings on its implementation. This visit was organized so that representatives of the ministries, as well as the deputy governor of Zhytomyr region, learned how such a reform was held in other countries, which services and in what format must be developed,” Mykola Kuleba said.
Through detailed examination of the UK experience, participants will be able to improve the legislation and methodological framework of the reform, develop mechanisms for its implementation, implement the best international practices and create innovative community-based services.
