The International Register of Damage Caused by the Aggression of the Russian Federation against Ukraine has begun accepting claims under a new category – Damage or Destruction of Non-Residential Immovable Property.
Affected individuals can now submit claims for non-residential real estate that was destroyed or damaged after February 24, 2022. This includes office spaces, stores, warehouses, and industrial facilities.
“Every submitted claim is not just a bureaucratic procedure – it is a contribution to the restoration of justice and a clear signal: no loss caused by Russian aggression will be left unaddressed,” emphasized Deputy Head of the Office of the President Iryna Mudra.
If the property was destroyed, the owner is entitled to full compensation for its value; in the event of damage, expenses for repair or restoration will be reimbursed.
Respective claims can be submitted via the web portal or the Diia mobile application.
Currently, ten categories are open for submissions. In addition to damage or destruction of non-residential immovable property, these include damage or destruction of residential property; death of an immediate family member; involuntary internal displacement due to Russian aggression; serious personal injury caused by the aggressor; cases of sexual violence committed by occupiers; torture; inhuman or degrading treatment; deprivation of liberty; and forced labor or service.
In total, the Register will include 43 categories for compensation of material and moral damages.
The International Register of Damage is the first step toward the establishment of an International Compensation Mechanism. The next stage will be the creation of a Claims Commission, which will determine the specific amounts of compensation for victims. This will be followed by the formation of a Compensation Fund, from which the payments will be made. To date, nearly 30,000 claims have already been submitted to the Register.
