The Register of Damage for Ukraine has opened all 43 categories of claims for compensation for damage, loss or injury caused by Russia’s full-scale aggression against our country.
The final three categories opened were claims by the State of Ukraine: “Other losses of property,” “Environmental damage,” and “Pillaging and/or appropriation of natural resources.” Claims in these categories may be submitted by the State, central, regional and local authorities, as well as state and municipal institutions and organizations. This makes it possible to document damage to the environment, the value of natural resources unlawfully taken or appropriated, and damage, destruction, or loss of state and municipal property not covered by other claim categories.
Overall, there are 21 claim categories for individuals, 11 for legal entities, and 11 for the State of Ukraine. These categories cover various consequences of Russia’s aggression against Ukraine: the death and disappearance of loved ones, personal injury, torture, sexual violence, forced displacement, loss of housing, employment and individual enterprise, damage to property and infrastructure, economic losses suffered by businesses, damage to cultural heritage and the environment, humanitarian expenditures by the State, and other types of loss.
The Register of Damage for Ukraine was launched on April 2, 2024. Since then, it has received 195,000 claims, more than 65,000 of which have already been recorded, while the rest are still being processed.
The Register is the first component of the international compensation mechanism for Ukraine. The second component is the International Claims Commission for Ukraine, which will examine claims on their merits, determine the amount of compensation in each case, and make decisions. The Convention establishing the Commission has been signed by 40 states and the European Union, and 10 signatories have already ratified it. Twenty-five ratifications are required for the Commission to be established. The final component of the mechanism will be the International Compensation Fund, from which payments will be made in accordance with the Commission’s decisions.
