It was co-chaired by President of France Emmanuel Macron, Prime Minister of the United Kingdom Keir Starmer, and Federal Chancellor of Germany Friedrich Merz. In total, 40 participants joined the meeting, including U.S. Secretary of State Marco Rubio.
