President Volodymyr Zelenskyy signed a decree enacting a decision of the National Security and Defense Council of Ukraine to impose sanctions on ten Russian mobile operators and internet service providers.
The sanctions package targets companies that provide secure communications channels for the occupiers and the occupation authorities, as well as internet access in Ukraine’s temporarily occupied territories for entities serving Russia. The sanctions also cover internet service providers, satellite communications operators, and companies that facilitate the broadcasting of Russian television channels.
Among the sanctioned companies are Lugansk Communications and Mobile Communication Systems, which Russia uses to spread its narratives and disinformation about the situation in Ukraine. Sanctions have also been imposed on the federal satellite and telecommunications operator Amtel-Svyaz, which provides communications services, including for Russian authorities, and on Satellite Communications Company, which supplies secure communications channels used to wage war against Ukraine.
Ukraine will share all information about these companies with its partners and will raise the issue of synchronizing sanctions across international jurisdictions.
“Any activity in the temporarily occupied territories of Ukraine is illegal. Companies that knowingly operate in the temporarily occupied territories and serve the occupation authorities become toxic to international business and the global financial system. That is why Ukraine is imposing sanctions designed to make their activities impossible not only in the temporarily occupied territories, but anywhere outside Russia as well,” said Advisor – Commissioner of the President for Sanctions Policy Vladyslav Vlasiuk.
