Compensation for Those Affected Must Cover All Damage from Russian Aggression Since 2014 – Iryna Mudra

The second session of the Intergovernmental Negotiation Committee on an International Treaty to establish a Claims Commission for Ukraine was held in The Hague.

The meeting was attended by representatives of over 50 states, the European Union, and the Council of Europe. Head of the Ukrainian delegation, Deputy Head of the Office of the President Iryna Mudra, joined the session online.

She emphasized that justice for all those affected by Russia’s aggression against Ukraine must be the cornerstone of the future commission’s work.

“This means addressing all damage, losses, and harm caused by Russia’s aggression – not starting from 2022, but from its actual beginning in 2014. The illegal occupation of Crimea, the war in Donbas, and a decade of destruction must not be erased or forgotten. Selective justice is not justice,” Iryna Mudra stated.

Participants of the meeting reviewed the draft treaty in detail and discussed the key components of the future commission: its composition, governance principles, and funding.

The next session of the Intergovernmental Negotiation Committee will take place in July in The Hague. Negotiations on establishing the commission are expected to conclude by the end of the year.
