Ukraine Expects Real Sanctions Action from Partners Against Russian Ballistic Missile Manufacturers – Vladyslav Vlasiuk

Advisor – Commissioner of the President of Ukraine for Sanctions Policy Vladyslav Vlasiuk and Ukrainian experts studying components of Russian weapons demonstrated to the media components of ballistic missiles used by Russia in strikes against Ukraine.

Vladyslav Vlasiuk emphasized that Ukraine had analyzed information about the plants that manufacture ballistic weapons.

“All these files have been shared with our partners. Accordingly, we expect all Russian manufacturers of ballistic weapons to be added to sanctions lists in September–October. This concerns more than 100 companies,” said the Advisor – Commissioner of the President for Sanctions Policy.

Russian ballistic missiles contain components manufactured in the United States, Taiwan, Japan, Germany, Switzerland, China, France, and the United Kingdom. According to Vladyslav Vlasiuk, foreign products enter Russia through third countries. Ukraine is systematically working with the governments of partner countries and directly with manufacturers on the components that Russia uses in its weapons.

Experts noted that Russia primarily uses foreign components in satellite navigation antennas and guidance systems for ballistic missiles, including the RM-48U and Iskanders.

The Advisor – Commissioner of the President for Sanctions Policy noted that Ukraine had provided its partners with information about imported chemical substances that Russia uses to manufacture ballistic missiles. He said that countries should strengthen export controls to prevent products from being sold to Russia’s defense industry.

“We expect that over the next month or several months, the relevant jurisdictions will approve sectoral sanctions prohibitions or take comprehensive export control measures. This information, as part of our sanctions plan, has been shared with our partners, and we expect appropriate action,” Vladyslav Vlasiuk emphasized.

According to him, Ukraine has collected data on machine-tool components that Russia imports to plants producing ballistic missile components. More than 200 plants and over 1,600 machine tools used by Russia to manufacture weapons have been identified.

The identification of Russian scientists and engineers developing missile weapons, drones, electronic warfare systems, guidance systems, and artificial intelligence is also ongoing.

According to the Advisor – Commissioner of the President for Sanctions Policy, Ukraine expects partner countries to adopt new sanctions packages within the next one or two months targeting Russian companies that manufacture ballistic weapons, suppliers of components and chemical substances, and to strengthen export controls.

“We have identified and provided all key partner countries with materials covering the entire production cycle of ballistic weapons. If sanctions are imposed and export controls are put in place, we believe this will have a decisive impact on Russia’s ability to manufacture these ballistic weapons,” Vladyslav Vlasiuk said.

Earlier, President of Ukraine Volodymyr Zelenskyy instructed that a plan for a special sanctions operation be prepared to significantly constrain Russia’s military industry. Sanctions against Russian ballistic missile manufacturers are one of its key components.
