Deputy Head of the Office of the President of Ukraine Ihor Zhovkva held a meeting with a Norwegian delegation comprising Secretary General of the Ministry of Foreign Affairs Torgeir Larsen and Secretary General of the Ministry of Defense Frede Hermansen.
“Despite the difficult winter we are experiencing this year, it is extremely important to feel the support of our friends. Norway remains firmly committed to assisting Ukraine. Thank you for the Nansen Program, both its military and humanitarian components. Thank you for providing the second-largest amount of assistance to Ukraine – $8.3 billion over last year and this year,” Ihor Zhovkva emphasized.
The key topic of the meeting was energy support. The Deputy Head of the Office of the President highlighted Norway’s contribution to Ukraine’s energy resilience, including a grant of nearly $400 million for gas imports in 2025 and the continuation of grant assistance already this month. In January, Norway allocated $100 million for the repair of energy equipment and another $100 million for gas imports.
The parties also discussed security guarantees for Ukraine. Ihor Zhovkva noted Norway’s participation in this process and the personal involvement of Prime Minister Jonas Gahr Støre.
“Norway is one of our key partners. We are grateful to your country for its role in the Coalition of the Willing and for joining the Paris Declaration. Due to geographical realities, you understand us like no one else: it is impossible to speak about security in Europe without ensuring security in Ukraine,” the Deputy Head of the Office of the President stressed.
Special attention was given to the further development of the PURL initiative, which ensures the procurement of missiles for Patriot air defense systems and saves lives. Norway has made the largest contribution – $840 million. Ukraine counts on maintaining the same level of funding this year as well.
Ukraine and Norway also agreed to step up cooperation on joint defense projects, including drone production, to strengthen the defense capabilities of Ukraine and all of Europe.
