Defense Support, Shelter Construction, and Ukraine’s Recovery: Volodymyr Zelenskyy Meets with Prime Minister of Finland

President of Ukraine Volodymyr Zelenskyy held a meeting with Prime Minister of Finland Petteri Orpo.

The Head of State thanked Finland for its 29 defense aid packages totaling over €2.9 billion, as well as for its consistent support for Ukraine and its citizens. The Ukrainian people will always be grateful for the much-needed and effective weapons – a scarce resource – that Finland has provided.

The President informed the Prime Minister about the battlefield situation and the intensifying Russian massive attacks on Ukrainian cities. Petteri Orpo condemned these strikes and expressed full solidarity with Ukraine.

Volodymyr Zelenskyy stressed the importance of supporting Ukraine’s defense industry – particularly to increase the number of drones – and of creating joint ventures. This is the fastest way to counter the growing number of Russian-Iranian ‘shaheds’.

In addition, the Head of State expressed gratitude for Finland’s Cooperation Development Program with Ukraine for 2025–2028, which envisions at least €320 million in humanitarian aid, recovery, and development. The President emphasized that such areas of humanitarian cooperation as shelters for schools, school meals for Ukrainian children, and educational cooperation are very important. Ukraine appreciates Finland's assistance.

The meeting also focused on the development of the Civil Protection Shelter Coalition. Ukraine and Finland launched this coalition in May this year to facilitate the construction of new shelters and the restoration of existing ones.

Volodymyr Zelenskyy and Petteri Orpo also focused on the negotiation process regarding Ukraine’s EU membership, diplomatic efforts, transatlantic unity, and the threats to collective security posed by Russia’s cooperation with its partners in the Indo-Pacific region.
