Defense and Energy Packages for Ukraine and Sanctions Against Russia – Key Diplomatic Outcomes Marking the Fourth Anniversary of the Start of the Full-Scale Russian Invasion

On the eve of and on the day of the fourth anniversary of the start of the full-scale Russian invasion, Ukraine’s partners announced new support packages for Ukrainians and sanctions against Russia.

President of Ukraine Volodymyr Zelenskyy and President of the European Commission Ursula von der Leyen agreed on the European Commission’s participation in implementing Ukraine’s updated energy strategy – restoring the energy sector and rebuilding the system. As Russia continues its attempts to destroy Ukraine’s power grid, it is already important to begin preparations for the next winter.

“We discussed this today, and I consider it one of the biggest decisions, which is very important for us,” the Head of State noted the day before.

Ursula von der Leyen also announced a new energy plan: Repair, Rebuild, Restart. It will provide for a €920 million package to stabilize Ukraine’s energy system.

President of the European Parliament Roberta Metsola signed, on behalf of the European Parliament, an agreement to provide Ukraine with a €90 billion loan. It is important that this financial support begins working for Ukraine as soon as possible and as effectively as possible.

Partners allocated new support packages to Ukraine:

Sweden – a military assistance package of more than $1.5 billion.

Norway – $1.2 billion for joint drone production.

Denmark – an additional €510 million for military support for Ukraine in 2026 and €120 million in humanitarian and energy assistance.

Finland – €20 million in humanitarian assistance and 52 generators.

Lithuania – 30 missiles for MANPADS; a Joint Statement of Intent on co-production of defense products on the territory of Lithuania was approved. Funding for the first projects will amount to at least €100 million under the SAFE instrument.

Estonia – €11 million for the PURL program.

Latvia – €10 million for the PURL program.

Iceland – €200,000 for energy equipment.

Overall, the leaders of the Nordic and Baltic countries at the NB8 Summit in Kyiv stated that this year the amount of defense assistance to Ukraine will total nearly €12.5 billion, including contributions to the PURL initiative.

The United Kingdom – £20 million to support Ukraine’s energy system; £5.7 million in humanitarian assistance for communities near the front line and internally displaced persons; £30 million to support the resilience of Ukrainian society and to hold those responsible for war crimes accountable.

Canada – CAD 2 billion in military assistance, 400 armored vehicles, and CAD 20 million to the Ukraine Energy Support Fund.

New Zealand – $4.8 million in humanitarian assistance and to the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund.

Croatia – €1.5 million to the Ukraine Energy Support Fund, €500,000 worth of energy equipment, and €1.5 million worth of robotic demining machines.

Ukraine’s partners also announced new sanctions packages against Russia:

The United Kingdom – the largest sanctions package since 2022, including measures targeting Russia’s oil and gas revenues and the shadow fleet.

Australia – sanctions against 180 legal entities and individuals, as well as vessels of Russia’s shadow fleet. In addition, Australia lowered the price cap on Russian oil to $44.1 per barrel.

Canada – sanctions against 21 individuals, 53 entities, and 100 vessels of Russia’s shadow fleet. Canada also lowers the price cap on Russian oil to $44.1 per barrel.

New Zealand – the 34th sanctions package against individuals, companies, and vessels linked to supporting Russian aggression. New Zealand also lowered the price cap on Russian oil to $44.1 per barrel.

On the day of the fourth anniversary of the start of the full-scale Russian aggression, the UN General Assembly adopted the resolution “Support for lasting peace in Ukraine” submitted  by Ukraine. A total of 107 countries voted in favor.

“The General Assembly adopted our resolution in support of a lasting peace, with clear calls for a full ceasefire and the return of our people. These are the right and necessary steps. And we will keep working actively to achieve peace, together with our partners,” Volodymyr Zelenskyy wrote on X.

In a joint statement, the leaders of the Group of Seven countries reaffirmed their unwavering support for Ukraine in defending its territorial integrity, freedom, sovereignty, and independence. They also support commitments within the Coalition of the Willing to provide Ukraine with security guarantees.

In addition, in recent weeks G7 countries have delivered more than 2,500 generators and other essential equipment to Ukraine (transformers, turbines, cogeneration units, boilers, and repair equipment).
