Presidents of Ukraine, the European Council, and the European Commission Discussed Strengthening Ukrainian Air Defense, the Energy Sector, and Supporting Ukraine’s Financial Resilience

In Brussels, President of Ukraine Volodymyr Zelenskyy held a meeting with President of the European Council António Costa and President of the European Commission Ursula von der Leyen.

“Of course, we want to end this war as soon as possible. Right now, we see no signals from the Russian side that they are ready for this – to end this war. That is why we must prepare a winter package. This is not only about energy, but also about air defense and financing. I am grateful that the EU supports us,” Volodymyr Zelenskyy emphasized.

The President of Ukraine briefed the EU leaders on overnight Russian strikes on energy infrastructure and the continued attacks on Ukrainian cities and communities in the morning.

“This morning, there was a horrific Russian strike on Kharkiv. Two people have already been reported killed. My condolences to their families and loved ones. Seventeen people have been injured. There were also Russian strikes on a shopping mall in Rivne and energy facilities in four regions,” the Head of State added.

Volodymyr Zelenskyy emphasized that European leadership is needed to ensure sufficient protection for people’s lives against this Russian terror. Ukraine appreciates that all the decisions agreed upon are implemented promptly. In particular, today’s discussions focused on further assistance, first and foremost energy and air defense needs. They also discussed support for Ukraine’s financial resilience, not only this year but also next year.

Special attention during the meeting was paid to work on the European integration track. Volodymyr Zelenskyy highlighted the opening of two new negotiating clusters this week. The President of the European Council recognized Ukraine’s efforts, particularly the work of parliament, and emphasized that even despite the war, negotiations are continuing, decisions are being made, and reforms are being implemented.

“The support of the European Union to Ukraine remains as strong as ever. This is no time to withdraw support to Ukraine, this is no time to relieve Russia's sanctions. Now it's time to increase our support, to increase our pressure, and this is essential to bring Russia to accept a real ceasefire, to bring Russia to the table of negotiations and to stop this war,” António Costa emphasized.

The President of the European Commission also highlighted the intensive cooperation with Ukraine on its path toward the European Union and the work of state institutions to implement changes.

“The goal now is to open the last two clusters by the end of the year and move fully into implementing the reforms required for accession,” Ursula von der Leyen emphasized.
