Joint Statement by the President of Ukraine, Volodymyr Zelenskyy, and the Prime Minister of the Portuguese Republic, Luís Montenegro, on the Partnership between Ukraine and the Portuguese Republic

We, the President of Ukraine and the Prime Minister of the Portuguese Republic,

Reaffirm our commitment to the principles of international law, the Charter of the United Nations, and the respect for the sovereignty, independence, and territorial integrity of both states within their internationally recognized borders;

Underline the solidarity between Ukraine and the Portuguese Republic in defending freedom, democracy, human rights and the rule of law, as well as our shared determination to further develop the Ukrainian-Portuguese dialogue, particularly in the political, defense, security, economic, scientific, cultural, and humanitarian fields;

Recognize the courage of the Ukrainian people in resisting the Russian Federation since 2014;

Acknowledge the comprehensive and substantial assistance provided by the Portuguese Republic to Ukraine since the beginning of the Russian Federation’s illegal, unprovoked, and unjustified full-scale military invasion of Ukraine in February 2022;

Recognize that in addition to national contributions, the Portuguese Republic has been actively involved in the efforts of the European Union and NATO in providing military assistance to Ukraine;

Recognize the significant potential for launching and developing joint production projects in the defense industry sector, aimed at strengthening Ukraine’s defense capabilities, enhancing investment, technological cooperation, and fostering mutually beneficial partnerships between the two countries’ industrial and scientific communities;

Reaffirm our interest in supporting initiatives aimed at attracting investment in Ukraine’s defense industry, as well as in further involvement and participation in global initiatives to strengthen Ukraine’s defense capabilities;

Welcome the unwavering support of the Portuguese Republic for Ukraine’s European path, as well as its aspirations for EU membership and its efforts aimed at implementing reforms and aligning with EU standards;

Underscore the importance of opening all 6 Clusters for Ukraine in the process of negotiations on accession to the European Union;

Condemn the armed aggression of the Russian Federation against Ukraine, as well as the war crimes, crimes against humanity, and other gross violations of international law committed by the Russian Federation and by its military and political leadership, service members, and other officials;

Demand that the Russian Federation be held fully accountable for the damage, losses, and destruction caused by its aggression, and that its military and political leadership, service members, and other officials be brought to justice for deliberate attacks on civilians, infrastructure, abduction of Ukrainian children, and other grave crimes;

Emphasize that the Russian Federation must bear the costs of Ukraine’s long-term recovery;

Agree to strengthen defense cooperation through the exchange of experience, joint training, and consultations, as well as by promoting capacity-building initiatives and exploring opportunities for joint projects that enhance interoperability and contribute to regional and European security;

Remain united in countering hybrid threats, including cyberattacks and disinformation;

Develop military-technical cooperation, including the supply and modernization of armaments;

Implement joint initiatives in the field of energy security and renewable energy development;

Support international mechanisms of justice, including the work of the International Criminal Court, the establishment of the Special Tribunal for the Crime of Aggression against Ukraine, and the earliest possible operational launch of its work, as well as the Joint Investigation Team and the International Centre for the Prosecution of the Crime of Aggression against Ukraine;

Call on the international community to continue providing all-round support to Ukraine in order to achieve a comprehensive, just and lasting peace and to further enhance the political and diplomatic isolation of the Russian Federation in international organizations;

Emphasize the importance of international platforms – the United Nations, the EU, NATO, the OSCE, the Council of Europe and other multilateral formats, in particular the Crimea Platform – in consolidating global support for Ukraine in the areas of security, energy, and infrastructure, as well as in providing humanitarian assistance to the people of Ukraine affected by the armed aggression of the Russian Federation;

Condemn the campaign of the Russian Federation aimed at destroying Ukraine’s energy and gas infrastructure, intended to create a humanitarian catastrophe and undermine the resilience of the Ukrainian people;

Call on the international community to continue supporting Ukraine in the recovery of its energy sector, in particular through the Ukraine Energy Support Fund and on a bilateral basis;

Strive, first and foremost, to further expand bilateral cooperation between Ukraine and the Portuguese Republic in the economic sphere, including through the implementation of joint projects for Ukraine’s recovery;

Highlight the Portuguese Republic’s commitment to provide support to Ukraine in the field of reconstruction, namely in the education sector, including through the School of Superheroes initiative;

Confirm that Ukraine will ensure that the support received for the purposes of recovery and reconstruction is used in a manner that is efficient, transparent, and accountable;

Strive to continue working towards increased availability and affordability of agricultural products in the most vulnerable countries, including through the Food from Ukraine initiative;

Advocate for maintaining and strengthening sanctions against the Russian Federation until a comprehensive, dignified, and lasting peace for Ukraine is restored;

Stress that Russia’s immobilized assets should remain immobilized until Russia ceases its war of aggression against Ukraine and compensates for the damage caused by the Russian Federation’s war of aggression;

Welcome the European Leaders’ decision to provide a loan to Ukraine of 90 billion euros for the years 2026-2027;

Welcome the participation of the Portuguese Republic in the Council of Europe’s Register of Damage Caused by the Aggression of the Russian Federation against Ukraine;

Support for the establishment of the International Claims Commission for Ukraine;

Express a shared commitment to support international efforts to ensure the return of Ukrainian children illegally deported by the Russian Federation and to hold perpetrators accountable under international law.

This Statement reflects the shared commitment of Ukraine and the Portuguese Republic to the principles of peace, justice, security, and prosperity for our peoples.
