During the visit of President of Ukraine Volodymyr Zelenskyy to Berlin, ten documents were signed at various levels, consolidating agreements across multiple areas.
The Declaration on the Strategic Partnership between Ukraine and Germany establishes the relaunch of the format of Ukrainian‑German intergovernmental consultations at the level of the President of Ukraine and the Federal Chancellor of Germany after a 22‑year pause. It also secures the format of regular consultations between the Ministers of Defense and Foreign Affairs (“2+2” format).
The Arrangement concerning data cooperation provides for enhanced cooperation between the Ministries of Defense in the field of technologies, the use of data obtained directly under combat conditions to adapt weapons and military equipment. It establishes the intent to create a framework for the exchange and use of digital battlefield data.
The Joint Declaration of Intent on Support of Industrial Recovery and Resilience records Germany’s intention to provide an initial contribution of €30 million to a special program of assistance to Ukrainian industry, including strengthening the role of German industrial equipment manufacturers in the modernization and restoration of Ukraine’s industrial potential.
The Implementing Arrangement No. 2 between the Federal Ministry of Defense of Germany and the Ministry of Defense of Ukraine, implementing the Arrangement on Defense Industry Cooperation of October 15, 2025, covers the joint production of Anubis and Seth-X-G unmanned systems. Contract value is €281 million.
The Ministry of Defense of Ukraine also signed two contracts: with the U.S. company Raytheon for the supply of PAC-2 missiles and with the German defense manufacturer Diehl Defence for IRIS-T systems.

The Memorandum of Understanding between the State Service of Geology and Subsoil of Ukraine and the Federal Institute for Geosciences and Natural Resources of Germany (BGR) on joint efforts in the fields of critical minerals exploration, geoscientific research, and the provision of expert advice to the Government and industrial stakeholders will contribute to the discovery and development of new mineral deposits, the highlighting of Ukraine’s mineral potential, the attraction of potential investors, as well as the digital transformation and systematization of geological data.
The Joint Communiqué of the Ukrainian-German Cooperation in the Field of Mineral Resources secures joint research and use of data analytics to support the discovery and development of new deposits of critical minerals, the highlighting of Ukraine’s mineral potential, and the attraction of potential investors.
The Joint Declaration of Intent on the Extension of the Institutional Partnership on Social Policy in the Light of the Current Armed Aggression of the Russian Federation against Ukraine, Ukraine’s War-Related Needs and Long-Term EU Requirements between the Federal Ministry of Labour and Social Affairs of the Federal Republic of Germany and the Ministry of Social Policy, Family and Unity of Ukraine reaffirms continued cooperation in all the above areas.
