Ukraine Synchronized Sanctions with Japan and Imposed Restrictions on Individuals and Companies Involved in Supporting Russia’s War Machine and Circumventing Sanctions

President of Ukraine Volodymyr Zelenskyy enacted the decision of the National Security and Defense Council of Ukraine on synchronizing sanctions with Japan and signed the corresponding decree.

The sanctions target eight individuals and 14 legal entities involved in supporting Russia’s war machine and circumventing sanctions.

Among them are Pavel Marinychev, CEO of Alrosa, whose company generates profits for the Russian budget from diamond extraction; Sergey Lukin, Director of the Tula Cartridge Plant; and Rim Yong Hyok, a representative of the North Korean company KOMID, involved in supplying weapons to Russia.

Additionally, sanctions have been applied to Russian defense industry enterprises, including Staut and the Engineering Center of Innovative Technologies, which supply electronic components, equipment, and communication systems to the Russian army. The private military company Convoy, established in temporarily occupied Ukrainian territory and financed by Russian oligarch Arkady Rotenberg and the sanctioned VTB Bank, is also subject to sanctions.

Since June of this year, Ukraine has adopted eight sanction packages and aligned sanctions with the United States, Canada, the United Kingdom, Japan, and all EU sanction packages.

In total, Ukraine has imposed restrictions on 281 individuals and 633 legal entities connected to the Russian military-industrial complex, Russia’s financial and banking system, serving occupiers in temporarily occupied Ukrainian territories, and involved in sanctions evasion, operations of Russia’s shadow fleet, and the abduction of Ukrainian children.

Synchronizing sanctions with partners is crucial to prevent circumvention and increase economic pressure on Russia. Ukraine expects full alignment of its sanctions within the jurisdictions of partner countries.
