In Calgary, President of Ukraine Volodymyr Zelenskyy and Prime Minister of Canada Mark Carney signed the Ukraine-Canada Declaration for a 100 Year Partnership and the Joint Declaration on Enhancement of the Defence and Security Cooperation between Ukraine and Canada. In the presence of the leaders, the Joint Statement on Ukraine-Canada Energy Cooperation was also signed.
The Ukraine-Canada Declaration for a 100 Year Partnership provides for deeper bilateral cooperation. It will be based on innovation and partnership in defence, economic growth, and reconstruction. In addition, the document includes a provision expressing the intention to add Ukraine to the Electronic Travel Authorization (eTA) programme to facilitate travel by Ukrainians to Canada.
The Joint Declaration on Enhancement of the Defence and Security Cooperation between Ukraine and Canada is the first step towards the Drone Deal. It launches deeper bilateral cooperation in defence and the defence industry. This includes developing cooperation in security, with a focus on unmanned systems, the defence industry, cybersecurity, and technological development, including the exchange of relevant experience, technologies, and capabilities. Joint projects and the localisation of defence production in Ukraine and Canada are also envisaged.
First Deputy Prime Minister of Ukraine, Minister of Energy of Ukraine Denys Shmyhal and Minister of Energy and Natural Resources of Canada Tim Hodgson signed the Joint Statement on Ukraine-Canada Energy Cooperation. It will help diversify natural gas supplies and facilitate the supply of liquefied natural gas from Canada to Ukraine. Cooperation in the nuclear sector will also be deepened, including the modernisation of Ukraine’s uranium mining and processing capabilities, advanced reactor technologies, and small modular reactors. In addition, Ukraine and Canada will cooperate in renewable energy and hydropower, grid resilience, and the reconstruction of Ukraine’s energy sector.
Canada will provide loan guarantees for Naftogaz through the EBRD totalling 757 million Canadian dollars. Export Development Canada will also allocate 200 million Canadian dollars to support projects in Ukraine, including in hydropower infrastructure. Canada will contribute 10 million Canadian dollars to the Ukraine Energy Support Fund, bringing its total contribution to 100 million Canadian dollars.
