President of Ukraine Volodymyr Zelenskyy has signed three decrees enacting decisions of the National Security and Defense Council of Ukraine to impose sanctions on vessels of Russia’s shadow fleet, companies and individuals linked to the Russian state corporation Rostec, and propagandists who justify Russia’s aggression.
The sanctions list includes 20 vessels that Russia uses to export oil, petroleum products, and liquefied gas. These exports are the most important source of revenue for Russia’s budget and directly finance the war against Ukraine. There is clear evidence that these tankers transport oil from Russian ports to India, Egypt, and Türkiye. At the same time, they sail under the flags of Liberia, the Marshall Islands, Sierra Leone, Barbados, and Palau.
Under one of the decisions, sanctions have been imposed on 29 Russian citizens and 29 Russian companies. These include companies involved in supply chains for high-precision industrial equipment, electronics, and components for the production of missiles and drones. Restrictions also apply to manufacturers of dual-use goods, research organizations that develop technical documentation for Russia’s military-industrial complex, and an educational institution that trains specialists for companies within Russia’s Kalashnikov Group. Sanctions have also been imposed on companies that design solutions and supply high-tech equipment to enterprises in Russia’s military-industrial complex, as well as IT companies that develop and maintain software for data encryption, data collection, and database management.
“Rostec is the industrial core of Russia’s war machine: its companies supply up to 80% of the weapons and military equipment for the war against Ukraine and produce, among other things, Iskander and Kinzhal missiles, attack drones, and critical components for UAVs that Russia uses to attack Ukraine,” emphasized Vladyslav Vlasiuk, Advisor – Commissioner of the President of Ukraine for Sanctions Policy.
Another decision imposes restrictions on 10 Russian and Ukrainian individuals who spread disinformation and Russian propaganda and support Russia’s aggressive policy toward Ukraine. Iuliia Mendel is among those sanctioned.
Ukraine will share all the information with its partners to synchronize sanctions across international jurisdictions.
