Vladyslav Vlasiuk Discussed Analytical Work for New Sanctions Against Russia with Civil Society Representatives

Advisor – Commissioner of the President of Ukraine for Sanctions Policy Vladyslav Vlasiuk held a meeting with representatives of civil society organizations and think tanks that study Russia’s sanctions evasion schemes and examine the impact of restrictions on the Russian economy.

“Thank you for your contribution to sanctions decisions adopted in Ukraine and in partner countries. We receive information, tasks, technical assignments, and analytical data. It is important to use the results of this research to further strengthen sanctions policy,” Vladyslav Vlasiuk emphasized.

The participants discussed recent work, agreed on priorities for further efforts, and outlined areas for future research and action, in particular regarding Russia’s defense industry, energy sector, shadow fleet, and entities that help Russia circumvent restrictions.

Civil society representatives spoke about their work to study supply chains for components used in Russian weapons and to examine materials used in their production.

They discussed mechanisms to restrict the export of microchips and other microelectronic components from European Union countries that Russia uses in its defense industry. Analysts propose imposing sanctions against several companies involved in processing materials for the production of Russian missiles.

They also focused on analyzing information about Russian companies that mine and process rare-earth metals. According to analytical data, Russia wants to overcome its dependence on imports of scarce minerals by 2030, which is why it is important to accelerate work with third countries to ban the export of such minerals to the Russian Federation.
