President of Ukraine

Speeches

I signed a decree that provides you with more real opportunities to defend our entire state – all of Ukraine and our Crimea – all our people and the Indigenous people, the Crimean Tatar people – our security and your security, our right to live freely on our land.

We are already preparing for the next winter and gradually restoring what Russian strikes destroyed this past winter. Resilience plans have been approved across the country – for every region. Implementation has already begun.

Ukraine openly made this proposal to Russia. Russia responds with “shaheds” and continues its terrorist operations against our energy sector and infrastructure.

Ukraine’s experience in defense is a real security guarantee for Europe. So I propose that we work together to modernize our defense.

We need far more determination, far more pressure on Putin and Russia, and far more real actions and steps that bring the victory of peace and justice closer.

Today, the Prime Minister of Bulgaria and I signed a security agreement between our countries. In fact, our teams have been working on this for quite a long time. I am very pleased that we now have this ten-year agreement between our states.

There are already agreements in place – landmark agreements: Ukraine and Saudi Arabia, the United Arab Emirates, and Qatar. We are also working with Jordan and Kuwait.

This March, we marked the fourth anniversary of one of our most important state institutions – the one that brings people back to Ukraine from captivity and gives all of us hope of seeing our loved ones at home. Four years of work by the Coordination Headquarters have already resulted in the return of 8,669 of our people. Military personnel and civilians.

We all see now that the world can be very harsh and dangerous for those who stand alone or stay aside from joint efforts to ensure real security. Today, no one knows what the future holds for Europe, or how Russia will behave in the coming years.

We already see that not only “shaheds” are being used in the Middle East and the Gulf region, but there is also growing evidence of the use of FPV drones. This is modern warfare, and everyone must be prepared for it. Ukraine has this expertise, and in exchange for our support, we need corresponding help in areas where we face greater challenges.
