When Ukrainians are left without power for 20–30 hours because of Russia, and when Russian strikes are aimed at breaking our energy system and our people, it is Russia that must be put under pressure.

Legally, the state of emergency in the energy sector will be officially declared – this will provide more possibilities. The Cabinet of Ministers of Ukraine will simplify to the maximum all processes related to connecting backup energy equipment to the grid.

We are genuinely working to ensure that, in the near future, the formats for signing and approval – legal approval in the United States Congress and in the Ukrainian Parliament – can be in place. Today, Rustem Umerov delivered a report, in particular on these issues as well.

The American side is in constant contact with Russia, including regarding the basic document for ending the war. This is a political document, and we have outlined our vision – what can realistically work.

New contributions from partners to the PURL initiative are needed, as well as deliveries from stockpiles in Europe: the missiles are there in the depots, and we know that, we know all of it – and they have to be in service with our air defenders.

Today, I want to recognize our warriors – every single one, who, despite everything – despite constant strikes, Russian assaults, despite this entire harsh, cold winter – are defending our positions and destroying the occupier.

Last night, over 200 Russian drones were launched, as well as a significant number of ballistic missiles, primarily targeting Kyiv. Four people were killed – my condolences to their families. Nearly thirty were wounded.

The negotiating team is returning to Ukraine. I am expecting a report with all the details, including those that cannot be discussed over the phone.

I’m glad to be here as Cyprus begins its presidency of the Council of the European Union. And this is a presidency we all expect a lot from.

Importantly, the Coalition now has substantive documents in place. This is not just rhetoric – there is concrete progress: a joint declaration by all Coalition countries, and a trilateral declaration by France, the United Kingdom, and Ukraine.
