Captives must be brought home. Overall, Ukraine’s position is very clear: the war must be ended for real. Russia must be ready for this.

Those who started the war must take steps toward de-escalation and stopping the war. If this is not happening, and until it happens, every Russian strike hits not just our energy infrastructure, not just our cities and communities in –20 °C, but every strike also targets the leaders negotiating with Russia and receiving only further war in response.

Licenses are needed so that Europe can produce the protection it requires for itself, including missiles for air defense systems that are available in the United States. We began discussing this all with Mark today, and we very much want there to be sufficient quantities for all systems that are actually used in Ukraine, and that Europe and other countries have.

On security guarantees – we are ready. On Ukraine’s recovery and further development – government officials are working, and our teams are actively engaged.

There was a report by our negotiating team. There is already an arrangement to hold a trilateral meeting at an appropriate level. This meeting will take place next week, as planned – on Wednesday and Thursday, in the United Arab Emirates, as last time.

Over the course of the day, we largely restored the pre-incident situation, and stabilization and restoration of services for the population are now ongoing.

Many reports were delivered today by Rustem Umerov – he is constantly in touch with the American side. Ukraine is ready for meetings, for all formats of effective work. These meetings must be substantive, exactly as our teams have agreed and are working, so that everything that has been developed is really implemented for a dignified and lasting peace. And Russia must recognize that peace is necessary.

Ukraine is ready for meetings, Ukraine is ready for decisions, and we expect our partners to be able to act as effectively as possible – in Europe, in the United States, everywhere.

Now the United States, Europe, and all our partners have to understand how this discredits diplomatic talks. Every single Russian strike does.

It is crucial that this pressure targets, in particular, Russia’s tanker fleet, the entire infrastructure of Russian oil exports. This will greatly help all of us in Europe if Russian revenues are cut even deeper.
