Volodymyr Zelenskyy announced the liquidation of the State Architecture and Construction Inspectorate

Overcoming corruption remains a constant priority of the state. That is why President of Ukraine Volodymyr Zelenskyy suggested liquidating the State Architecture and Construction Inspectorate at an offsite government meeting. This will eliminate abuse in the construction sector, he said.

“Individuals may change in the government, but the state's course remains unchanged. Its important element is and will be the overcoming of corruption. And today we are going to talk about one of the most corrupt spheres - construction,” the Head of State said.

According to Volodymyr Zelenskyy, in recent years, officials have created many corruption schemes and "arrangements" in the construction industry.

“The biggest jackpot was the issuance of permits in the field of urban development. Even for small-scale construction,” the President said.

The Head of State reminded that the fight against the practice of abuse in the construction sphere had begun since December last year in Ukraine. The developer's electronic account has been established, providing automated services instantly and without the involvement of officials. During this time, the e-cabinet has been used more than two thousand times.

“The most acute issue is the abuse in the construction of large objects. That is why we are eliminating the monopoly in urban development. I will say three words that all honest construction businesses of Ukraine were waiting for: we liquidate SACI,” Volodymyr Zelenskyy said.

The Head of State noted that the process of obtaining public services would be transparent, convenient and with minimum influence of the official on decision making.

Prime Minister of Ukraine Denys Shmyhal noted that SACI, according to market participants, was a "corruption tick", which took away working capital from the construction market. According to the Prime Minister, the liquidation of the State Architecture and Construction Inspectorate is only the first step. THe next step is to amend the legislation and create a new state object-oriented register with a public portal, where citizens of Ukraine, market participants will be able to get freely all the information about any construction object in Ukraine.

“Today, SACI is a structure that combines many functions: licensing, control, supervision, permits… We bring the structure of the architectural and urban planning industry in line with the best structures that operate in the world today,” Denys Shmyhal said.

Vice Prime Minister of Ukraine - Minister of Digital Transformation Mykhailo Fedorov said that all information about changes in the construction industry would be posted on a specially created web portal.

“In order to always be in touch with the market, with you, with active citizens, we have created a website -, where you can see a lot of technical information. If questions arise it will be possible to ask these questions. There is a chat bot, phone number, mail. What is very important: in this unstable period of transition you can inform us of any hints of corruption,” Mykhailo Fedorov said.

At an offsite extraordinary meeting, the Cabinet of Ministers adopted a decision to liquidate the State Architecture and Construction Inspectorate.
