As stated by Andriy Bohdan, Head of the President’s Office, the given decision was made by Volodymyr Zelenskyy due to the fact that the Ministry of Foreign Affairs did not inform the Head of State of the note of the Ministry of Foreign Affairs of the Russian Federation of June 25 concerning the release of the captured Ukrainian sailors and the note from the Ukrainian side in response.

On June 21, the Presidential Administration of Ukraine held a discussion of the concept of "A State in a Smartphone" as one of the important components of the digital economy. The meeting was attended by representatives of international donors and technical assistance projects, including the United States Agency for International Development (USAID), the Delegation of the European Union to Ukraine, the Swedish International Development Cooperation Agency (SIDA), the Swiss Cooperation Office (SDC), etc.

"In preparing the presidential decree on the early termination of the powers of the Verkhovna Rada of Ukraine, the legal validity of all the provisions was verified as thoroughly as possible and there were no doubts as to the unconstitutionality of the decree as a whole or its separate provisions. By its decision, the Constitutional Court only confirmed the validity of our legal position," Representative of the President in the Constitutional Court of Ukraine Fedir Venislavsky noted.
