President of Ukraine Volodymyr Zelenskyy and Prime Minister of Canada Mark Carney agreed on substantial support for our country across various areas: seven new assistance packages, six joint initiatives, and three cooperation documents.
In particular, Ukraine and Canada will create the Defence Drone Initiative Marketplace (DDIM) Supply Arrangement – a national digital drone marketplace modelled after Ukraine’s Brave1 platform. A new partnership is also being launched between the Canadian company General Dynamics Mission Systems – Canada and the Ukrainian company Green Tech Harvest to develop and produce drones and drone-related technologies. In addition, a government-to-government partnership will be developed for the joint production of drones and counter-drone and counter-munition technologies.
Canada will provide additional investments to bolster Ukraine’s defence and long-term security. Three hundred and fifty million dollars will go towards delivering air defence interceptors through the JUMPSTART initiative, and 23 million dollars will be provided to bolster the capabilities of Ukraine’s security architecture.
To help repair and strengthen Ukraine’s energy infrastructure, Canada is providing nearly 435 million dollars in loan guarantees through the EBRD, including for winter gas purchases and additional generators to produce electricity during shortages. Another 10 million dollars will go to the Ukraine Energy Support Fund and Ukraine’s energy infrastructure. In addition, 2 million dollars will be provided to the International Energy Agency (IEA) Joint Work Programme to support the development of Ukraine’s energy resources.
To support Ukraine’s reconstruction, Canada is allocating 200 million dollars in concessional loans through Export Development Canada.
To support the implementation of Ukraine’s National Veteran Strategy, a multi-donor pooled fund will be established to support veterans and their families. Canada will provide more than 40 million dollars to help Ukrainian veterans recover, rehabilitate, and transition to civilian life.
In addition, Canada will impose sanctions on eight individuals who have engaged in violation of Ukrainian children’s rights. As co-chair of the International Coalition for the Return of Ukrainian Children, Canada is allocating around 6 million dollars to support efforts to return and reintegrate Ukrainian children abducted by Russia.
The leaders also announced the Ukraine-Canada critical minerals initiative.
Canada’s total assistance since the beginning of Russia’s full-scale invasion has exceeded 26 billion dollars.
