After Leader-Level Security Partnership Agreements, Companies Enter Those Countries, and Ukraine Receives Tax Revenue Depending on Deal Value – President

Security partnership at the G2G (government-to-government) level serves as the initial framework agreement, on the basis of which companies enter a country and conduct negotiations. President of Ukraine Volodymyr Zelenskyy stated this in an interview with the “United News” telethon.

According to the Head of State, companies are selected by the customer and the private sector. Ukraine currently has 200 very strong defense companies, 30 of which are world-class. Volodymyr Zelenskyy noted that state-level agreements make it possible to generate revenue for Ukraine’s budget. In turn, Ukraine provides partners a guarantee that their specialists will be trained and that the weapons will operate effectively.

“Because today it is a brand – Made in Ukraine. And a costly one. I repeatedly emphasize to representatives of the private sector: do not forget, the value of this product is not only money and technology, but also the lives of the people who used your product,” the President said.

The Head of State emphasized that he is open to a formula under which everything should first be exported to the front, and only afterward to any partner country. At the same time, priority should be given to countries that are the largest donors and those that consistently support Ukraine during the war financially, militarily, and politically.

Volodymyr Zelenskyy stressed that with naval drones, much has been achieved not only thanks to Ukraine’s defense industry but also due to the support of partners. The United Kingdom, Norway, and the Netherlands – countries with historically strong expertise in naval development – have assisted Ukraine with certain technologies.

“In other words, when we speak about partnerships and our exports, we must also be grateful and remember who gave us this momentum. Today, we are investing $30 billion in Ukraine’s defense. For 2026, that is the target – $30 billion. Today, our defense industry says it is already capable of producing volumes worth $60 billion. Just imagine what has happened overall to Ukraine’s defense sector, to our defense-industrial complex. These $30 billion – all of this money – we are bringing in from our partners. And these years have driven such rapid progress,” the President emphasized.
