President: No civilian will be affected by the introduction of martial law. We will use its capabilities to strengthen the Armed Forces in rebuffing Russian aggression

President Petro Poroshenko instructed the heads of the security structures, ministries and departments to determine the priority measures for the introduction and provision of the regime of martial law in certain regions of Ukraine, in compliance with the requirements of the relevant Decree and law.

"I convened our meeting to determine the priority measures for the introduction and provision of the regime of martial law in certain regions of Ukraine," the Head of State addressed the participants of the meeting. Petro Poroshenko noted that martial law was introduced for a period of 30 days, until December 26 in ten border areas.

“No civilian will be affected by the introduction of martial law. We will use its capabilities to strengthen the Armed Forces in rebuffing Russian aggression,” Petro Poroshenko emphasized.

Minister of Defense of Ukraine Stepan Poltorak, in turn, reported to the President that the Ministry of Defense, the Armed Forces of Ukraine, the Chief Directorate of Intelligence, the State Transport Service started immediately to implement the Decree on the introduction of martial law.

In particular, according to him, today the Defense Ministry has deployed control points and established a coordination center for interaction with the state executive authorities and military command. It consists of three centers, one of which is engaged in military-political leadership, the second one - in the management of the provision of weapons and military equipment, the third one - in the management of the provision of material resources. In addition, a task force of all the ministries has been set up in order to promptly solve the problems associated with the supply, provision of weapons and equipment set for the Ministry of Defense by the military command and the General Staff.

"In addition, today we are working to replenish all kinds of stocks. We also organized interaction with the Ukroboronprom and other enterprises in order to accelerate the supply of weapons and equipment to the Armed Forces of Ukraine," he added.

Chief of the General Staff Viktor Muzhenko reported that since November 26, measures have been taken to bring the military units of the Armed Forces to combat readiness. It is also planned to implement a number of measures on operational equipment of the territory with the regional state administrations.

Viktor Muzhenko also reported on the operational data during the passage of Ukrainian ships through the Kerch Strait. According to him, there is a confirmation of two more radiograms that clearly demonstrate the fact that the Ukrainian small armored boat Berdiansk is makes a request and communicates with the post of the technical supervision of the coast guard of the FSB of the Russian Federation concerning the safe passage through the Kerch Strait . "As for the marine pilot, they were ready to take him on board and follow the plan. A notification about the passage through the Kerch Strait was reported 4 hours before the start of the passage, which corresponds to the relevant procedure," the Chief of the General Staff quoted.

According to Viktor Muzhenko, the message was received by the dispatcher at 3:58 am, November 25. The President emphasized that in this way not only a clear request and notification of a group of two armored boats and one tug with regard to the intention to pass through the Kerch Strait was reported in a timely manner, but also willingness to take a marine pilot on board for the navigation services was confirmed. "Absolutely identical to how it happened in the month of September during the previous passage," the Head of State emphasized. Viktor Muzhenko noted that the decoding of radio messages is being continued.

Minister of the Interior Arsen Avakov reported on ensuring order in the regions and preventing destabilization of the situation, particularly in the areas where martial law is being introduced.

"We will ensure the protection and peace of our citizens, even in the conditions of martial law," the minister emphasized, adding that a meeting was held in the Ministry of Internal Affairs as regards the work in the regions.

"In general, the situation is normal. The situation in Odesa is worrying. There were two incidents: an attack on one of the politicians and a clash with the young men who tried to capture one of the construction sites. 17 people were detained," the minister informed.

Arsen Avakov offered to discuss additional measures in Odesa.

The President supported the proposal of the minister. "I fully support you on both cases. Please urgently prepare and make proposals. We will necessarily increase our presence in Odesa region to ensure order," the Head of State said.
