Ukraine's Path in Its Relations with the EU Since Applying for Membership in February 2022: Key Milestones and Achievements

Ukraine applied for membership in the European Union on February 28, 2022, just days after the start of Russia's full-scale invasion. Thanks to the political support of the EU institutions and its Member States, in record time, on June 23, 2022, the European Union gave a positive response to Ukraine's application for candidate status.

On June 25, 2024, the European Council took the political decision to open accession negotiations with Ukraine. Also, in record terms, between July 2024 and September 2025, the screening of Ukraine's legislation was conducted. The first negotiating cluster was opened on June 15, 2026, and the sixth on July 14. Our country is working to open the remaining four negotiating clusters as soon as possible.

Since the start of the full-scale war, the European Union and its Member States have consistently supported Ukraine's sovereignty and territorial integrity, and efforts to achieve peace.

Since 2022, the European Union has adopted 20 sanctions packages against the Russian Federation, containing both sectoral and individual restrictive measures. With each package, the EU has increased pressure on the aggressor to compel it to engage in real diplomacy. The 21st sanctions package is expected to be adopted in the near future.

The European Union and its Member States have become Ukraine's largest donor, providing a total of €216.7 billion in financial, economic, humanitarian, military, and other assistance since the start of Russia's full-scale invasion. Of that amount, €110.9 billion has been allocated to support Ukraine's economic, social, and financial resilience, while €77 billion has been provided in military assistance.

Up to €50 billion has been allocated for Ukraine under the Ukraine Facility for 2024–2027. On April 23, the European Union approved a €90 billion support package for our country for 2026–2027, including €30 billion for budgetary needs and €60 billion to strengthen Ukraine's defense capabilities.

The European Union has also trained more than 94,000 Ukrainian warriors through the EU Military Assistance Mission in support of Ukraine.

A mechanism has been established to channel extraordinary profits generated from frozen Russian assets toward Ukraine's defense needs. Ukraine has already received four disbursements totaling more than €3.4 billion, a significant share of which has been invested in Ukraine's defense industry.

Between 2022 and 2024, partners mobilized €6.1 billion in military assistance for Ukraine through the European Peace Facility.

Total humanitarian assistance has exceeded €5 billion. This funding has supported the most vulnerable Ukrainians, strengthened Ukraine's energy resilience, and helped meet the most urgent needs. Through the EU Civil Protection Mechanism, Ukraine has received more than 159,000 tons of humanitarian assistance, including critical energy equipment.

The European Union has also become one of the leading supporters of Ukraine's efforts to ensure accountability for the crime of aggression against Ukraine. These efforts include building the international accountability architecture, in particular through the establishment of the Special Tribunal for the Crime of Aggression against Ukraine, the International Claims Commission for Ukraine, and the Register of Damage Caused by the Aggression of the Russian Federation against Ukraine.

Work is currently underway to prepare the Drone Deal between Ukraine and the European Union, the first step toward which was the Letter of Intent on a Strategic Defense Industrial Partnership signed today by President of Ukraine Volodymyr Zelenskyy and President of the European Commission Ursula von der Leyen.
