Quarantine mitigation cannot be premature. It will be phased and the first mitigation will take place on May 11. Parks, beauty salons, summer terraces of cafes and restaurants will be opened.

Dear citizens! We have a lot of hard work ahead - to build Ukraine we want to pass on to our children. Work, business and the economy as a whole - we will restore all this and bring it to the highest level, but under the only condition: we must be healthy.

Our priorities remain unchanged - to provide the country with everything needed, to protect and support Ukrainian doctors, to help citizens and businesses who found themselves in a difficult situation. The Ministry of Health has already received about half a million Ukrainian PCR tests. Today, almost 200,000 more such tests will be shipped. In quality and accuracy, they meet the world standards. Detecting the virus in a timely manner is very important in the fight against COVID-19. That is why we are increasing the capacity of our laboratories.

A smooth quarantine exit will start under two key conditions. First: within ten days the percentage of detected patients does not change or remains within 5%. Second: hospitals are filled by patients with COVID-19 by less than half.

Easter is the victory of life over death. It is a holiday of joy. So let's find a positive in today's situation. Yes, we stay home. And after the weekend, after the quarantine, let us be scared by the figures on the bathroom scales, not by the figures on the thermometer.

Yesterday, six points of fire outbreak were eliminated. There is no threat to the nuclear power plant, spent fuel storage and other critical facilities. As of now, there is no open flame in the Exclusion Zone. National police have already detained the people who caused the fire, and they will bear strict responsibility for all their actions.

The Anti-coronavirus Fund will amount to UAH 66 billion. These funds are aimed to significantly increase payments to doctors who counteract coronavirus. It also provides for the purchase of the necessary medical equipment and personal protective means. Payments to citizens of Ukraine who, due to quarantine, unfortunately lost their jobs. In addition, financial assistance to the families of the doctors who died from COVID-19.

At the moment, statistics show that the measures we have taken are correct. They were not premature or too strict. We analyze the development of the situation and continue to act in accordance with the challenges of the future.

Once again I ask you to grow up! No one will steal the beaches and no one will take out the sand. The parks will not disappear anywhere. Strolls can wait. And barbecues can cause trouble. Understand it all! We will withstand. And we will celebrate our mutual victory on the squares, in the parks and at the beaches. But we have to wait for this victory.
