President of Ukraine

Speeches

Our ability to bring our people back is the result of the bravery of our warriors, who skillfully fight and capture the occupiers. We must bring all our people home.

It is very important that all our partners not remain silent but continue to call on Russia to cease fire. And just as important is that not only public diplomacy, but also quiet work in the offices of key capitals helps – helps to strengthen the understanding that pressure on the aggressor and defense of Ukraine are essential preconditions for the onset of peace.

held a meeting of the Staff. Reports were made on supplies for our brigades and the staffing of our units. And also, in great detail, on Ukraine's missile program, our missile developments, and our production capabilities. Our long-range capabilities are a clear and effective guarantee of Ukraine’s security.

It is now truly an equal partnership – one that creates opportunities for substantial investment in Ukraine, as well as significant modernization of Ukraine’s industries and, equally importantly, its legal practices. The agreement foresees no debt. It stipulates the establishment of a Reconstruction Fund that will invest in Ukraine and generate returns here.

The strikes must stop, the killings must stop – and only then can a solution be sought through negotiations. We are ready for any format of dialogue.

We are striving to synchronize Ukrainian sanctions as fully as possible with all those in Europe, so that this becomes a joint position, and we already have good results.

Sadly, Russia is still close – and we don’t see any real changes in their behavior. We need to stand together not just politically, but in a purely practical sense to defend against real challenges.

The ceasefire should not be just for a few days, only to return to killing afterward. It must be immediate, full, and unconditional – for at least 30 days to ensure it is secure and guaranteed. This is the foundation that could lead to real diplomacy.

The Russians talk a lot about their alleged readiness to accept American proposals, but so far, there have been no signs of the Russian army preparing for real silence. On the contrary, since Easter, the occupier has resumed its usual assault activity – of course, at the cost of significant losses, the Russians are trying to advance.

An unconditional ceasefire is needed. Real pressure on Russia is needed so that they accept either the American proposal to cease fire and move towards peace, or our proposal — whichever one can truly work and ensure a reliable, immediate, and unconditional ceasefire, and then — a dignified peace and security guarantees.
