Joint Declaration by the President of Ukraine and the President of the French Republic

Regarding the Roadmap for Ukraine’s Acquisition of Rafale Combat Aircraft and Air Defense and Ballistic Anti-Missile Equipment (SAMPT-NG)

and Regarding the Licensed Production of AASM, SCALP, and Aster 30 Munitions in Ukraine

In accordance with the declaration of intent signed by the two leaders on November 17, 2025, Ukraine and the French Republic reaffirm their intention to cooperate to accelerate the equipping of the Ukrainian armed forces, which constitute the first security guarantee for Ukraine and Europe. France and Ukraine agree to prioritize projects that enhance Ukraine's combat aviation and air and anti-ballistic missile defense capabilities.

In line with the agreed framework of the European Union's Ukraine Support Loan (USL), Ukraine confirms that its defense-related priorities under the implementation of the defense component will strengthen the integration and cooperation between Ukraine's and the European Union's defense industrial and technological bases.

1.  Combat Aviation – Ukrainian Rafale pilots as early as 2026; licensed production of AASM bombs and SCALP missiles authorized in Ukraine.

Ukraine announces the order of 16 initial Rafale aircraft and their armaments, out of the 100 planned for acquisition in November 2025. The related financing will be requested under the 2026 and 2027 Ukraine Support Loan and any other sources of financing.

4 initial Rafale aircraft will be transferred to the Ukrainian armed forces upon the completion of the training cycle for Ukrainian pilots and mechanics, which can begin in France as early as 2026. This immediate training will enable the deployment of this first capability in Ukraine as soon as possible.

Air-to-ground and air-to-air armaments, including AASM bombs, laser-guided anti-drone rockets, and MICA and METEOR missiles, will be delivered in coherence with the operational deployment of the aircraft advances. Each Rafale aircraft shall be dispatched with an armament capacity equivalent to the quantity agreed during consultations between the bilateral technical teams.

Furthermore, France authorizes the licensed production of AASM bombs and SCALP missiles in Ukraine before the end of 2026 and starting as soon as possible.

2.  Air and Ballistic Anti-Missile Defense – Ukraine will become the first combat user of the Franco-Italian SAMPT-NG systems; France and Italy authorize the licensed production of Aster 30 missiles in Ukraine.

Ukraine also intends to order 4 Franco-Italian SAMPT-NG systems. The related financing will be requested under the 2026 and 2027 tranches of the Ukraine Support Loan (USL). 5 GM400 radars, 1 GF300 radar, and 1 Kronos radar will also be included in the USL product schedules for 2026.

Regarding the operational context in Ukraine, France commits to deliver the SAMPT-NG systems as soon as possible, notably including the progressive deployment of modules upon delivery and qualification, starting in 2027. As a consequence, 1 GF300 radar will be deployed in Ukraine before the end of 2026 as a first component of the SAMPT-NG systems. For the period of production of the said systems, France commits to dispatch 2 SAMP-T complexes to Ukraine that shall be returned upon delivery of procured new SAMP-T NG.

The 5 GM400 radars will be delivered before the end of 2027.

Concurrently, to address the operational urgency, France and Italy have decided to accelerate the delivery of agreed number of Aster 30 missiles by October 2026, supporting the commitment made to Eurosam through the USL.

Furthermore, France and Italy authorize the licensed production of Aster 30 missiles in Ukraine before the end of 2026 and starting as soon as possible.

Finally, France supports the development of Ukrainian anti-ballistic interceptor missiles, notably the FREYJA project, by facilitating industrial cooperation with French companies and providing expertise from the French Procurement Agency (Direction générale pour l’armement, DGA).
