President: In 2020, local elections should be held under conditions of the establishment of united communities all over Ukraine

President Petro Poroshenko emphasizes that despite the fact that a lot has been done in the implementation of decentralization, we cannot stop on these achievements. The Head of State told this during a speech at the Forum of Local Self-Government.

"The picture of the course of decentralization across the regions is too diverse, there are too many gaps in coverage of the territories of the united territorial communities on the map. There are still many "white spots". It is necessary to overcome chaos in realization of the policy of development of regions," Petro Poroshenko said. He noted that a little less than a month ago, he set a task at the Regional Development Council to draft plans for the future development of territories for 2019-2021, discuss and adopt them at the community level.

"We must clearly see the horizons of reform. 2020 is the key. At the Regional Development Council, I have already said that in 2020, local elections should take place, provided that the whole territory of Ukraine is covered by the united territorial communities, that is, on a new territorial basis," Petro Poroshenko said.

The President stressed that for this purpose it is necessary to continue maximal stimulation of further unification and accession to the territorial communities, in particular to the cities of regional significance. He stressed that in 2019, all prospective plans of the regions with full coverage of the UTC throughout the entire territory of Ukraine should be formed.

"In 2020, we must take an administrative decision on the unification of the communities that have not found any desire, aspiration or strength to unite in four years," the President said.

"This will happen in accordance with the people's desire and plans approved by the regional councils. We must complete the key stage of the reform, so that all Ukrainian citizens have equal access to high-quality services - in education, medicine and social sphere," the Head of State summed up.
