In Bucharest, the President of Ukraine, Volodymyr Zelenskyy, and the President of Romania, Nicușor Dan, signed three documents: on establishing a strategic partnership, cooperation in the energy sector, and joint weapons production.
The Joint Declaration on the Establishment of a Strategic Partnership between Ukraine and Romania defines priority areas of cooperation in political dialogue, defense and security, European integration, regional cooperation, trade, transport, infrastructure, agriculture, and the environment.
The Framework Arrangement on Cooperation in the Energy Sector will strengthen collaboration in energy and provide for the implementation of specific projects in this field. These include the construction of an overhead power line between Chernivtsi and Suceava, the commissioning of the Porubne–Siret overhead transmission line, and the possibility for Romania to use Ukraine’s underground gas storage facilities.
The Joint Statement of Intent Concerning the Co-Production of Defense Materiel in Romania lays the political and strategic foundation for weapons manufacturing under the Build with Ukraine initiative. Romania will provide funding to establish and operate a facility producing Ukrainian armaments, primarily drones, including through the involvement of the pan-European SAFE instrument.
